Second Plenary: "The State of Arab Media in Transition" : Ballroom

Three years after the so-called "Arab Spring", the media environment in most of the countries involved in the uprising has undergone a troubled transition and the media is making an industry out of the political polarization between the new and old regimes on the one hand and the Muslin Brotherhood and their opposition on the other hand. The media industry remains deeply  polarized, shifting editorial stances and trading allegiances. Hence, media outlets have not been able to establish themselves as a forum for public discussion and debate. The notion of media as society's watchdog and guardian of public interest remains clouded. Many journalists and editors remain stuck between the warm laps of those in power and the role and duty of the "The Fourth Estate". Why has Arab media failed both to embrace the values of a sacred profession and to restore public confidence in its ability to expose the truth? Are chief editors and new rulers really keen on encouraging a professional and responsible media based on in-depth reporting in favor of accountability to promote national reconciliation and to help lay the ground rules for a functioning transition to democracy? Will investigative Journalism that can name and shame officials die or flourish? These are some of the questions this session will address.

Access to Information in Jordan, Tunisia and Yemen: "Mirage or Reality" : Ballroom

Years after these three Arab countries passed laws guaranteeing public access to information, the people in power continue to block the most basic information from the public. Journalists complain that freedom to information has become the exception and secrecy the rule, making "accountability journalism" almost impossible. Lack of access to public information and records violates the Universal Declaration of Human Rights proclaimed by the UN General Assembly on Dec. 10, 1948 which grants everyone the right to seek, receive and impart information and ideas through any media and regardless of borders (Article 19). The International Convention on Civil Political Rights of 1966 repeats Article 19 but concedes that the exercise of this may be subject to certain restrictions. These are provided by law and are necessary to respect the rights or reputations of others to protect national security, public order or public health or morality. How can Arab journalists work with lawmakers and civil rights organizations to modernize these laws and engage the public in a drive to guarantee greater accountability and rule of law? In designing new laws, most Arab countries face a double challenge. They must balance the right of access to information with individual rights to privacy - and further to keep secret confidential information that could be harmful to the public.

ARIJ has trained over 60 professors from private and public universities in Jordan, Syria, Lebanon, Egypt, Yemen, Tunisia, Iraq and Palestine on how to use its pioneering manual "Story-based Inquiry ", by Dr. Mark Hunter et al., in a bid to spread the culture of "accountability journalism" in media classes. At this session, Dr. Hunter will unveil ARIJ's forthcoming manual on teaching "investigative journalism 101" - a three-hour credit course for undergraduate media and journalism students developed over the past four months by a group of researchers, lawyers and investigative journalists at the request of so many media academics who have been inspired by the work on ARIJ.

ARIJ has provided technical, financial and legal support to assist the creation of investigative units at three independent TV stations in the Arab World: Al Jadeed (Lebanon), Al-Watan TV (Palestine) and Ro'ya (Jordan). Months of hard workhave finally paid off. Each TV is nowrunning a regular investigative show, increasing viewership and giving a new meaning to "watchdog journalism". Now the challenge is to maximizerevenue, minimizeexpenses and sustain professional capacity and a wide-base of loyal viewers.
